In the Port City game, you need a ship pilot for every ship you send out. This limits the number of ships you can have on missions. There are a few ways to earn more ship pilots so you can send more ships.
Level Up
At certain levels you get another ship pilot. You can spend gems to get them early if you wish; otherwise you have to spend a certain amount of materials to get them.

Rent Ship Pilots
